PAANHS: First on Whole-School Approach Implementation

Pedro A. Arches National High School spearheads a new program.
Whole School Approach (WSA) is a DepEd program, launched in 2006 by our former DepEd secretary Florencio Abad thru DepEd Memo Order #140 s. 2006, to address the poor reading comprehension results in poor student performance in English, Math, Science, TLE and MAPEH as shown in the National Achievement Test (NAT) results. The program aims to adopt a systems approach reading and writing skills development. Reading and writing as tools for learning need to be strengthened to effect the desired changes in student performance in terms of improved comprehension and communication skills in both oral and written language.
There are five schools in Region XI were chosen to be the pilot schools for the WSA program: Pedro A. Arches National High School of Davao del Sur, Anonang National High School of Samal, New Corella National High School of Davao del Norte, Navarro National High School of Davao City, Bongabong National High School of Compostela.

As the pilot school in the Division of Davao del Sur, the school is implementing the methodologies and strategies that was learned by our teachers from their national training in Iloilo and Baguio City last May 2006 and 2007.

As mandated, after the national training the Regional Office started downloading to Division lead Schools by conducting regional training for the selected secondary school teachers teaching in the five learning areas in the Division. In turn, the lead schools will download  to other schools to make a concerted effort in teaching learning environment. WSA gives the big impact to the students of PANHS, it has been noticed that there is a continuing increase in the achievement levels of our students. Last school year 2006-2007 the 2nd year NAT rank # 3 in the Division of Davao del Sur and in DAT exam the result is increasing achievement level.

Principal 1, Mr. Bladimer S. Culango said:"I believe, WSA will flourish as there are people committed to implement the program and know how to deliver it effectively."

Extension Classes

To augment the number of enrollment, the Open High School Program(OHSP) was launched last year which is an alternative mode of secondary education that uses distance learning that caters to learners who are unable to attend regular class program for financial difficulties, distance of home to school and other justifiable reasons but due to lack of teachers the said intervention discontinued. Presently to widen the horizon of Pedro A. Arches National High School and to pursue the program, extension classes came to surface for this school year; Mabuhay Extension, located at Brgy. Mabuhay, Bansalan, Davao del Sur with 45 enrollees and New Clarin Extension, situated in Brgy. New Clarin, Bansalan, Davao del Sur with 56 enrollees.

PEDRO A. ARCHES NATIONAL HIGHSCHOOL

History

A school that is "set on a hill cannot be hid"' This biblical statement influences the vision of Managa National High School
presently known as Pedro A. Arches National High School. Literally, anything percheved is visible to all.Figuratively, a distinct feature and good report cannot be hidden from view. This is the context of the school.

The creation of Managa National High School started in the year 2000 when the Barangay Council of Managa headed by Barangay Captain Romeo Dela Rosa submitted a Barangay Proposal to the town Mayor Peter Melchor Arches for the
establishment of a Barangay High School at Managa, Bansalan, Davao del Sur.

The excellent proposal was approved by the Municipal Mayor and the Schools Division Superintendent Alfonso Gomez, Jr.

Thru the efforts of Congressman Douglas RA. Cagas, Managa National High School was established by virtue of R.A. 8909 and was approved by former President Joseph E. Estrada on August 22, 2000.

The school first operated on June 2001, there were no classrooms and chairs. The classrooms were borrowed from Managa Elementary School and benches and tables were made by the PTCA Officials.
The enrolment was manned by Mr. Ismael C. Labio, school head of Marber National High School. Two regular teachers from Marber NHS, Mr. William Gutierrez and Mr. Rustico Camasura was designated to take charge of the school during the first two months of operation. A formal designation of
School Incharge was given to Mrs. Rola C. Andal in August 2001 up to May 30,2006.

In the first year of operation, eleven teachers volunteered their services. Nine were paid by the local government and two were paid by the PTCA.

The Municipal Mayor donated 1.8 hectares for Dep Ed on December 2001 for school site on the condition that the school be renamed after his late father, Dr. Pedro A.
Arches, the first physician and one of the lawmakers in this municipality.

By February, a 2-classroom building was constructed in the school site. The PTCA and Barangay Officials put up 8 cl-makeshift building.
With the parents' initiative and budget from the school based repair and maintenance program the 2 classroom unfinished building stood side by side with the makeshift

It was in August 2002 when Managa NHS transferred to the new school site donated by Mayor Peter Melchor Arches to Dep Ed.
On January 13, 2004, Resolution No. 3 s. 2004 authored by Municipal Councilor Josue M. Rodaje, Sr. of the 15th Sangguniang
Bayan of the Municipality of Bansalan was adopted and approved by renaming Managa National High School into Pedro A. Arches National High School.
The National Historical Institute interposes no objection to the said renaming based on the thorough deliberations of the Sangguniang Bayan of Bansalan, Davao del Sur.
At present, there are 10 classrooms and 2 classrooms used as Administration Office and Library.
Academically, the school has recovered from academic poverty when the Seniors got the highest score in the 2004-2005 National Achievement Test for Fourth year through the Division. At present,it has been identified as model school in reading.
Finally, in June opening of classes SY 2006-2007, Mrs.Rola C. Andal was promoted to the Division Office as Education Supervisor in English. Mr. Bladimer S. Culango is designated as the new Teacher Incharge up to the present.
